In 2014, Pact introduced the State Accountability for Quality Improvement Project, or SAQIP, a five-year effort funded by the Bill & Melinda Gates Foundation to reduce maternal and neonatal mortality rates in Gombe State.  SAQIP is improving maternal, neonatal and child health outcomes in northeast Nigeria, where maternal and child mortality rates are especially high. SAQIP is strengthening public health systems, improving quality of care, building community engagement and empowering women economically with Pact's WORTH model so they can better provide for their own health and that of their children. Specifically, the project is building the capacity of the State Primary Health Care Development Agency and its Local Government Authority structures to carry out their mandate to provide quality maternal, neonatal and child health services through public health centers.

SAQIP is also boosting the use of services and community participation in the public health  system. In an interview with pact country director Mrs Rabi Sani at the just concluded programme at chelsea hotel Abuja. She said with pact reaching 57 out of the 114 local government areas in Gwobe, capacity has been built to scale up intervention in the remaining local government areas, women are better off now with knowledge to their rights to access Quality health care. The speaker of the Gwombe state house of assembly,  Hon Abubakar Ibrahim while reading the speech of His Excellency Mohamadu Inuwa Yahaya, the governor of Gwombe state, who was unavoidably absent said his Excellency has made healthcare  one of his priority areas of concern and would work with the state assembly to give adequate budget to healthcare. Also in an interview with pressmen he said that that the governor has pleaded that pact should remain for a period of 1 to 2years to consolidate on the gains of their intervention on maternal,newborn and child health (mnch).
